Perhaps unauthorized sales by the actual manufacturer?  Costs more from Fluke, of course:

What I find really surprising is that the Fluke web site says nothing about EAR or ITAR restrictions, although  it does state a few restrictions on shipping destinations.

Is this not just another repackage of the standard Chinese 256x192 detector, just with a Fluke badge ?

As such no EAR/ITAR export restrictions unless taken into the USA and then trying to get it out again.

Ah, excellent points Bill.  I think I noticed the "-sg" but wasn't curious enough to find out what it meant.

A search of the US Fluke site for TC01A turned up nothing but a training course & user manual, but searching their "knowledgebase" got the following very relevant & interesting page:

"As part of Fluke's commitment to ensuring a seamless customer experience and maintaining the highest standards of product support, we would like to communicate the authorized regions for the sale of our TC01A and TC01B (iSee) products.

The authorized regions for selling the TC01A and TC01B (iSee) products are as follows:

Australia   Korea, Republic of   Taiwan, Republic of China
China   Malaysia   Thailand
India   New Zealand   Vietnam
Indonesia   Philippines   
Japan   Singapore   

It is important to note that the TC01A and TC01B (iSee) products are not authorized for sale in regions outside the specified list until further notice. This restriction is due to the unavailability or lack of usability of the required software outside the approved regions because it is not available on the app stores (Apple and Android). Selling the product in unauthorized regions may result in a suboptimal customer experience, leading to a high volume of returns."

No export problems, just no app.  And the ones offered on the US Amazon site should be considered unauthorized.
