worlds cheapest osilloscope

i have just found this scope is this the cheapest scope on the market http://www.techsupplies.co.uk/epages/Store.sf/en_GB/?ObjectPath=/Shops/Store.TechSupplies/Products/OSC001 I may just buy it to see if it is worth the £9.99 probably not.

Seems a bit of a stretch, calling that an oscilloscope. Like calling an electric wheelchair a car. It has 4 wheels, a motor, rudimentary steering and it transports people... but that's not quite enough.
