The PO bothers me when I have to do something other than throwing prepaid post at the counter. Plus I've had a very long history spanning at least 5 counties of ripping the person on the counter a new arsehole after they have tried to purposely mischarge a customer profitably.

That is indeed the British way, especially when on public transport.
Im not claiming bd is in the wrong, because it takes two to tango and two to have an argument (Monty Python notwithstanding).
As an analogy, for work I've entered the US in New York, Chicago, Boston, Denver and San Francisco airports. The immigration staff at SF were politely efficient. Chicago were relaxed and friendly. NY were rude and confrontational. Boston and Denver were anodyne and forgettable. I get the feeling the cities were the same.
