Can anyone recommend a tracking generator for use with a HP 8567A?

Hi. The common to suggestion is the 8444a. But they only go to 1.5ghz. the internal look isn't stable enough but an external sg can be used. For higher freq you will have to roll your own. See k5fx site for 8566 the experiments

For that HP8444A to work in combination with your 8567A, the tracking generator needs to be equipped with option 059 (1500MHz) or alternatively option 058 allowing up to 1300Mhz. A bare HP8444A without option 058 or 059 is designed to work with modules of the venerable HP141T spectrum analyzer system and will not work with your analyzer.
