That wording means Siglent is trying to claim that they own the software (copyright) on the scope that you bought, this is a classic DMCA dick head move.

What? No. If they were trying to make a copyright claim under the DMCA, I'd expect them to actually say that, in part because doing so will help EBay cover their own ass.
This sounds like it is about what it says it is about, counterfeit products, and it sounds like someone screwed up in applying it to this listing.
I'm guessing that eBay shares a good share of the blame here, since they are ultimately the ones who wrongly cancelled this listing.
As for all the rage at Siglent, this seems like a good time to calm down, consider the facts available, and calmly seek more before deciding to boycott them.
Based on the facts available, my guess is that Kevin Fu was at some point while still employed by Siglent, involved in dealing with counterfeit Siglent products on eBay. Ebay still has that name and contact information. Either some eBay anti-counterfitting system flagged this, or some eBay user flagged it, or someone at Siglent flagged it, or someone Siglent contracts with flagged this. With or without internal review, eBay treated it as a legitimate complaint and automatically removed the listing and generated the message using the old contact information on file.
None of this is ideal, but it isn't exactly a nefarious conspiracy, at least not yet. Lets give the wheels a chance to turn at eBay and Siglent a bit longer and see what happens.
