Suspiciously Cheap HP 8722ES 40 GHz Network Analyzer

Came across this interesting listing on EBay

There's no way anyone who somehow owns a 40 GHZ VNA would sell it for that cheap.
The seller page look kinda strange too. 50% Satisfactory rating, 4 items sold total and the VNA is the only current item listed.
What do you guys think? Obvious scam or a clueless owner?
