I'm having the same issue, i traced it back to the flash memory. there is a footprint marked U430A that is for the same chip, but in Standard 48 pin TSOP. I probed all pin connections and ended up finding that control pin 28 (OE#) is cut off and i donn't know where it is supposed to connecto to since i do not have another board. Basically flash is unreadable without this pin.
