Looking to get a IC Tester

Honestly I am not to sure where to even start with finding one that would fit what I need.

I have gotten a few non working arcade boards (Ms.Pacman) from a friend and a working one for reference to get me into electronics since I have always found it kind of interesting and wanting to learn it more.

Don't know if the type of ICs matter, but there are a lot of LS245, LS247, LS393 and so on. Would like to find  one with a in-circuit testing option, if that is possible. I am learning to use a logic probe at the same time with it so would be nice to think I found something with the logic probe then be able to test the IC without having to take it out of the board.

Any advice, pointers, video or what not would greatly be appreciated.

Usually it is not possible to fully test it in-cicuit. But for most 74xx(x) ICs all you need is a 2-channel oscilloscope and the datasheet of the IC. For more complicated applications, or faster testing, a scope like the DS1052D with 16 additional digital inputs would be perfect. But always good to have some analog inputs as well for trouble shooting, to see if there is too much noise on a supply rail, or bus contention on logic signals etc.
