Not Hioki, it's a Sanwa. It is even on the eevBlog Multimeter Spreadsheet

This is a Sanwa PC510a (Taiwan) or PC510 (Japan).
It is a midrange DMM. Very good and very accurate with 5000 counts and true RMS. It will retain its accuracy after many years.
It is not cheap though, may be around USD 200.00.
It has an old school design and does not have a backlight. For electronics use it is superb.

Actually I would call it a cheap chinese clone of a very good multimeter. Quality would be in question.

Probably made by Brymen. It is fitted with a Brymen proprietary DMM chip (BTC197).

Seems genuine Sanwa is still made in Japan.  :-+

As we can note GP is a Chinese cell. This multimeter is most probably made in Taiwan. Sanwa are generally good quality meters. But their dull design and weird ergonomics can be a turn-off.
The closest Fluke equivalent to this meter is the 87V which carries a much higher price tag, but is also much more pleasurable to use.
