Looking for documentation for Weir 4000 bench PSU

I bought a Weir 4000 bench PSU a few years back, but am still not 100% clear on its operation.
I have been looking for documentation for a while but to no avail. Any help would be appreciated.

It looks pretty straight forward.

It also looks faulty - looks like with no wires attached, it is going into current limit.
Is that your issue?
