Fluke 87V Bargraph Scale

I've been using a Fluke 87V for a while and I've always wondered why they chose to break the scale up into quarters when the scale max is 6x10^x. It seems like 6 divisions would make more sense. Even in "Hi-Res" mode which uses 20k counts it shows 6x10^x as the max for a given range.

Do you know why the max reading is always 6x10^x rather than 2x10^x, or why Fluke chose to divide their analog scale up into steps of 6/4?

Maybe because the original 87 was a 4000 count meter?
