Keithley 2000 forgets configuration after power-cycle

Does anyone know if the Keithley 2000 loss of configuration settings after power-cycle is normal?

For example if I set the thermocouple to "K" type and then power cycle it comes back up with a "J" type - which I assume is factory default. 
Other setting are also lost after power down like rate and number of digits displayed.

I didn't see any reference in the user guide regarding keeping last power-up settings.

According to the Quick Start guide there are two settings. In one it defaults to Factory settings on power on, in the other it defaults to last user settings (what you want).

The instructions are on page 1-2 of the Quick Start Guide. Note the up and down arrow keys have come out as ? instead - I just did a cut and paste from the pdf:

Power-on defaults
Power-on defaults are the settings the instrument assumes when it is turned on. The
Model 2000 offers two choices for the settings: factory and user. The power-on default will
be the last configuration you saved. The SAVE and SETUP keys select the two choices of
power-on defaults.
To save present configuration as user settings:
1. Configure the instrument as desired for USER default.
2. Press SHIFT then SAVE.
3. Use the ? and ? keys to select YES or NO.
4. Press ENTER.
To restore factory or user settings:
1. Press SHIFT then SETUP.
2. Use the ? and ? keys to select FACTory or USER.
3. Press ENTER.
Since the basic measurement procedures in this manual assume the factory defaults, reset
the instrument to the factory settings when following step-by-step procedures. Table 2-2
lists the factory default settings.
