Look on ebay for well established brand names and if you have a little time, you will get a really good lab PSU for a low price.
I have bought plenty of Agilent lab gear on ebay for significantly reduced prices.

It's a switcher , but a quiet one , with 60V/10A (240W) - It might fit your 40V@10A.

For precision i use HP/Agilent 6632B linear , but it's quite noisy.

I'd also recommend the TTI's , these are excellent , and can be gotten quite cheap.

I have 2 of these (fanless), and they perform as my HP E3610A (watch out with E3610A - A 110v unit can't be converted to 220v)

OK, nobody reads... He bought RIGOL in meantime.....
