I don't know if you ever opened a Paypal account but to withdraw money from it you need to send some ID to Paypal and go through a verification process so Paypal is sure that a bank account belongs to you and the address matches.
ID is only required after a quite lot of money gets transferred to it, at least it was so in recent past. IIRC it was over EUR 9k per annum for me a few years ago. Also faking picture of ID is quite trivial FWIW. In the worst case you could just buy bunch of cheapest fake IDs. Also there is such thing as hobos selling their ID for a small sum of money.

There are plenty of people providing access to their accounts for a small fee, not realizing the trouble they're getting themselves into.

We have this crap going with micro credits. There is some online job offer. "Employer" asks for access to "employees" bank account to "verify ID". Fools give it, often creating new bank account, as they think there is no money on account anyway. Then scammers get as much money as they can from micro-credit organisations transferred to this account and then transfer it away. And fools get to pay all of the debt  :palm:.

For a scammer to get away he/she would also need access to a hacked Paypal account and transfer the money elsewhere where it is not traceable. It really is not that simple.

It is if somebody uses the same email/password for ebay and paypal.

We're fairly sure this is a hacked account so maybe they got access to both.

There is also a way to simply buy goods for resale with stolen money.

They wouldn't sell them at a fraction of what they're worth.

Why not? It's very widespread with credit card frauds.

Which quite likely is hacked website. Only bags are available by navigating from the main page. Only way to get to electronics is by using search engines. I've also seen scam internet shops inserted into domains completely unrelated to any sort of sales.

Because people buy the items when these threads are posted, even though they are told it is not going to arrive. See the guy above.

Money mules. You don't need a hacked account when gullible greedy people are everywhere. Also note how close knowingly buying into scams on Ebay is to being a money mule.
