hdmi/dvi scalar chip what to search

Hi,

Anyone know of or what to search for in regards to a hdmi/dvi chip set to change the resolution/scale of an incomming HDMI/DVI signal to a fixed output resolution.

Something that can upscale or downscale as needed.
