an interesting 10MHz radio frequency candle project video I found on YT.  if interested
 as for the safety of running a 10MHz radio transmitter of this specification?

It's a very short vertical, so it should radiate badly on 10MHz, the power wiring will likely be radiating more than the plasma flame.
The harmonics from it might radiate better.

It does look like a simple power oscillator, might make for a fun weekend project.
