RADAR target emulator

I'm looking for an affordable Doppler emulator.
Something like this, but then for 5.8GHz ISM band.
It can also be more simple then the K-DT1. I'm only interested in IF frequencies from 1 to 200Hz.

Any idea's or suggestions?
