RF Matching help

Hi,
I'm using this Chip Antenna FR01-S4-224 for my application(Cellular)

And Have followed this document for clearance(60mm)

Did measurements and saw few variation.
We're actually interested in 3 Bands.
Band 3: 1.71GHz-1.785GHz(Uplink) and 1.805-1.88GHz(Downlink)
Band 5: 824-849 MHz (uplink) and 869-894 MHz
Band 8: 880-915 MHz and 925-960 MHz.
I've attached the Matching/Tuning values and measurement.
But measurements are way off at these frequency and any suggestions on matching.
