Vidicon TV studio camera not working... or hybernating.

So I picked up a studio tv camera (JVC CH-1800U) and the 3 vidicon heaters aren't glowing. The test signal works flawlessly and the color adjusts seem to be working fine, but I'm just stumped on if it is broken or I'm doing something wrong. If anyone has some advice please send it my way!
