EVGA GTX 1650 XC *Dead on arrival* (hard to return to amazon)

Hello, I recently bought a EVGA GTX 1650 XC,
the box and the item came a bit damaged, looks like someone hit the box during the shipment and opened the box..
however the card still has the evga warranty, but is complicated to ask for a refund because I'm from Venezuela.. lol.

the first time I installed the card it turns on, the fans spinning, but the computer restarting constantly and doesn't display video...
so I trun off the PC, removed and put the card once again, this time it doesn't spin, no responding, is like if I don't have anything in the pci slot..
looking carefully I realized that there are 2 little pieces that looks like are missing..
what should i do?.. there's some way to fix this?

Those are capacitors.

It's not unusual for a product to ship with extra capacitor pads that are not used.  The solder on the pads is flat, suggesting that capacitors were never installed there anyways.  Seller photo is probably of an earlier product revision, the manufacturur sometimes later decides they don't need to install all of them.

Your problem is likely elsewhere.

If the fan is intermittently spinning: suggests a power problem, possibly a dirty contact or missing PCIE power connector.  Do you have a 6 pin power connector installed?  Any oddities to your power wiring (eg adaptors)?  Have you tried installing it in a different computer?

oh I see.. good to know that..
I will try to install it in another computer, that's my last hope, I guess...
I'm using a displayport to vga adaptor.
Yes, I connected the 6pin power from then power supply, no adaptors there (semi modular EVGA Bronze 750w PSU)..
Actually looks like I can ask for a refund to amazon, but the shipment is really expensive due to conflicts and restriction between countries (around 90$)...(and then +35$ to give it back to my country)..
also here is no evga technical service   :-\ ...

It's a really good thing to try.   For all you know the card may be fine and it's something else that's wrong: dirty contacts, bad motherboard PCIE bus chips, bad monitor cables, etc.  Best thing to do is a visit a friend's house and try and install it into theirs, that way you are using a completely different set of equipment.

Ooh, be very careful.  If it's not an active adaptor then it will not work with many (most?) monitors.   Active adaptors cost more and may require external power.  EDIT: Passive digital to VGA adaptors are pretty much a scam unless you have specific equipment you know will accept them.

At minimum you need to try a displayport to hdmi or displayport to DVI-D adaptor; these work with most monitors.  Modern graphics cards output native HDMI or DVI-D signalling when they detect you using one of these.
