the way the various active components are connected make it appear to be acting as an RF tranciever

Kinda-sorta!
But technically, no, it's not a transceiver at the system level.

judging from the corrosion on that little pushbutton it's got a leaky seal and capturd some saltwater ...

anyway , its a funny epirb ... the epirbs i know transmit GPS coordinates ...

there's a new one now that includes a vhf radio
