Cap question

Is C11 (the one that's split open!) a tantalum?  Does it matter if a tantalum or regular electrolytic is used for replacement?  This looks to be part of the IR sensor or a data line on a old stereo.

EDIT : Cancel that... looks like a supercap? 0.047F  ;D
