Can someone tell me what is this unknown part. It is act like open circuit.

Where was it found? It may be a spark gap, in which case being open circuit is normal.

PSU in star tps100 printer. It is between a1 and a2 on triak.

AC line is feeded to bridge rectifier through triac. On DC side I get 25V. Triac is controlled by opto from secondary. If I bridge A1 and A2 PS starts.

This must be a spark gap. I see no other element that would make sense across a triac. Something else must be wrong.

It is hard to see on the picture. Look though the glass with good magnification and see if it looks like something looks damaged or it looks like the circuit should not be open.

It is possible that it is supposed to have low trigger voltage and they are relying on it to initially conduct to start, but that would be a very strange design.
