Lexmark E350D only attempt to start

 Good day all. Here we have an old Lexmark E350D which failed after power surge. Now it attempts to switch on, and than get off in a matter of half second. I open the smps as i suspect it. Doing the visual inspection does not show anything. The relay just quickly switch on and off. On the hot side up to the rectifier and capacitor looks ok. Cand get any info on the pwm chip(looks they are two - fps0001 or so). Dont know how to continue. Any doubts? Thanks.
