I would recommend a great book:
Noise Reduction Techniques in Electronic Systems. Book by Henry W. Ott

So did you look at the output on an oscilloscope ? What sort of noise are you talking about ?

AliExpress suggest to put 5.1 kohm resistor (higher than 3W) at output.
What do you think about this solution?

It seems you don't mean electrical noise, but fan noise.

The resistor you are talking about goes in the power lead to the fan to slow it down. Do that, or fit a Noctua fan instead.

It's not a fan problem, its high frequency noise probably from power supply. Yes it's electrical noise. See my video  2 message upper In this chat

From RIDEN

Due to the large output power range of the product, in order to reduce the power consumption of the switching power supply when no-load, the PWM control chip will jump some control cycles. Assume that the original working frequency is 60KHZ. If there are more skipping cycles, the working frequency will be reduced to less than 20KHZ. This Sometimes a noise audible to human ears is produced. The size of this noise is also related to the production process of the transformer. Since the winding and paint impregnation of each transformer’s coil are slightly different, the noise of each product’s operation is slightly different.
