Pin 1 is the +ve of the battery supply voltage;
Pin 26 is the -ve of the battery supply voltage;
Set the meter to voltage mode or current mode and confirm 100mv is at Pin 36.
Edit: Probe at Pin 38 with a digital logic probe, confirm there is clock oscillation.
Use your fingers to touch the circuit traces near the Pin 27 to 31, you should see the LCD digits change and jump randomly.
The attached circuit is the closest [DVM830] for your reference.
The chip normally does not fail alone.
It would be cheaper to buy the whole kit/meter and wiser.
