recognize component and diagnosis

hi here bottom of mobo pcb got troubles with boot look at this component and pls help to discover cause of this.

If a part explose like this  causes could be  wrong polarity, excessive voltage, short circuit, bad manipulation, static discharge, part who has failed ??

Many things can happen

What is this board ? a tv a monitor ?   model, brand  needed  we are not magicians, we need more details

What happened, and take a bigger photo of the damaged part,  cant see the part number

Well it's U23 so look in the parts list.  Maybe it's a voltage regulator.

I recently found a burned resistor in a voltmeter.  I replaced it and solved that problem, but analysis shows that the resistor had to be defective because there was no mechanism for it to overheat.  It had changed from 100 Ohms to several thousand Ohms and was in a constant current circuit.
