Mod completed. And although my voltage and resistance input tests look good (my fluke 87 for comparison) TP-2 is reading 9.54v as opposed to the stated 13v.
IF, anyone is still out there, do you have any experience with this issue?
Any suggestions?

EDIT: I thought C21 may have been dragging it down, but no. No issues with that & C24. They old ones tested fine but i HAD to replace them with new of course.
TP2 remains @ 9.5-ish.
I'm going to tap-out on it for now and use it for a while. hopefully it will meet my needs.
