Charger IC for banggood lamp

I bought this lamp https://www.banggood.com/XANES-24C-30W-COB-LED-Work-Light-Waterproof-Rechargeable-LED-Floodlight-for-Outdoor-Camping-Hiking-Fishing-Emergency-Car-Repairing-p-1537792.html?rmmds=myorder&ID=513344&cur_warehouse=CN (the red one) and instantly fried charger/step up IC.

It is SOIC 8 IC, just 4c9d3z marking on the bottom side. Is it possible to buy this IC or whole PCB somewhere?
