FLU1-40 (9V) 40W

Hi, I got this power supply FLU1-40 9V and the IC doesnt seem to get enough voltage to start operating.
I measure 15V on pin 7 (UC3844) , and the datasheet requires 16.
When I apply 16 externally the board works.
The TL431 is somehow involved in controlling the voltage on pin7 but I am puzzled about the circuitry.

Does anybody have the schematic for the FLU1 ?
