Pioneer SC-61 Region File

I am in the process of repairing a Pioneer SC-61 A/V Receiver. The main controller IC behind the front panel is dead (PN: LC87F5NC8A). Based on the service manual if this IC is replaced I must update a "Region File" Via USB. I've looked everywhere online for the file and even contacted Pioneer but they said they couldn't give me the file because I am not an authorized service man. Any help would be greatly appreciated.
