H V power for PM

Hello,
I am trying to revive an analog HV power, 0.1 kV to 3.0 kV , 30 mA, manufacture: SIEMEL, that is normally used for a photo multiplier.
The problem is that the the fixed power  (on the potentiometer) is not the same given by the needle.
For a fixer 0.1 kEV I measure a power higher than 1 kV  y my voltmeter !
I have not yet found a data sheet about it and  no idea how to start !

What meter used to measure?

Is it capable of 4,000V?

 Never heard of that mark (brand) or model.
