LED How many mcd for bright but safe in daylight?

Can anyone recommend suitable LED mcd specification that would provide a clearly bright but not dangerously bright illumination for outdoor use in a store front in daylight, to be visible from about 5'  ?

I will use an array of perhaps qty9, 1206 or 1210 LED's to form a square about 3" x 3"
