This was unique in that it was requested that a minimum amount of work be accomplished to solve for the issue.  As you can see in the diagrams in the video, almost certainly, DC flowing through one or more of the two finter caps after the rectifier is the culprit here,   shunting the resistor got it to the show, so to speak...
