Good day, I hope you’re doing well,

Can anybody help me identify U8 on page 24 of the attached document ?
I tried HX73-15 and NX73-15 and I got nothing.

Huh. Avia Semiconductor uses designation starting with HX7

One clue is, I don’t see any clock on the board so, unless there’s an oscillator on the bottom side, it may be a clock multiplier making some MHz from the horizontal sync.

I found it, actually member SiliconWizard found it. It is MK9173-15.
