Modifying control signal from 0-10V to 25%-75% of supply

I have a component that has a nominal supply of 24V from two batteries.
The component also has a signal input which is voltage controlled. The voltage range of the signal is dependent on the supply voltage,
ie. ranging from 25% to 75% of the supply voltage. Outuside this range the component goes into an error state.

How could I controll this component from either 0-10V or 4-20mA (1-5V over 250ohm) ?
