Are you measuring the caps in-circuit or did you remove them first?

First one then the other. So yes I removed them :)
I guess you was thinking the diodes in the bridge rectifier? This was my first thought too but these all measure fine.

No, I was thinking about the bleed resistor.

Oh OK, I see what you are thinking, however I just checked and the bleed resistor (in parallel with the dropper capacitor) is measuring as expected on all of them  :-//

I believe the most common reason for failure of LED lamps is that they overdrive the LEDs with too high a current, causing the LEDs to burn out and most likely cause a cascade failure in other parts of the circuit.

BigClive has done many, many videos on LED lamp teardowns and analysis. If you have not looked at these already, they are a good learning resource. One example below:
