The 6943 is a "clone" of the ltc1043. So look into that datasheet for more information/confusion.
There is a similar circuit there which might guide you.
The only reasonable thing given the functionality is that 14A is the clock input. (But 14B is the same in that case, so definitely strange!).
The ltc1043 datasheet has the same circuit using labels 16A and 16B. Again, it seems to refer to the clock.
So, right, it seems to be a roundabout way of telling us that, even though you only need two switches, each has a separate clock, so you actually need two devices. You end up with two unused switches. Oh well.
