Dose any one know o a parallel to serial display driver for a display like this http://www.newhavendisplay.com/index.php?main_page=product_info&cPath=3_114&products_id=4161 or should i just use a micro.

Use a micro. There are plenty of examples on the Net.

Check out the datasheet for it, like many lcd displays, you can wire it parallel or serial

I went with an msp430.
