ESD grounding plate question

So I got this item today, and I'm not sure I understand something about it. What are the two snap-on connectors there for? The two banana sockets are connected to the green ground wire ground - so far so good. But the other two connectors are NOT connected to ground nor are they electrically connected to each other. They are just ... there, why?

They're there to store the wrist strap cord when it's not snapped on the wrist strap

That's a really bad design, as other earthing boxes use the same connections to earth the ESD mats via a 1Mohm resistor.
Best not to mix up different practices.

It would also fail a Production Quality Assessment,
Before you enter a static safe area, both the wrist strap and wrist cable, as well as a heel strap must be checked for continuity.
by leaving the wrist cable at your bench then you are not performing this check.
Most people just remove the entire thing and leave it in their coat pocket, never seen anyone try to unsnap one before, that's asking for a broken cable.
