Looking for advice on an MPPT charge controller of sorts.

Hello, I just wanted to get some opinions on what people thought of these MPPT sort of a charge controller, does it look like it would work well for a small solar panel?

I'm particularly interested in the second one as it says or at least implies that it has automatic MPPT with a pot to trim it, thoughts/opinions?
Do you think should I get either one of those or should I just get something like an LTC3780? and.. before anyone asks why not a charge controller, because its a 35W panel so I mainly use it for charging 5v devices such as my phone/power bank, so any sort of linear regulator would waste a lot of that power.

Edit: Alright never mind, it uses a chip named CN3722 and I just found this video which you can't clearly see how he has it setup but, either way it doesn't appear to actually work so... disregard this post and avoid these things.
