Leeds and Northrup 86962 millivolt meter
Just picked up one of these as a lark. Looks pretty good inside and out except the batteries are corroded and battery terminals need some care.
I have trouble finding a manual. This thing has a Weston Cell in it. Ca I measure the cell with an HP 3456??

The 3456A should have an input impedance of > 10 GOhm in DCV ranges up to 10V, so that should be fine to measure a Weston cell if you set it to manual ranging just to be sure it doesn't switch to the 100V range.
