 I have the following:

0 dBm 50 MHz HP calibrator

30 dB by 1 dB JFW attenuator

200 kHZ to 1 GHz diode noise source

which I'm willing to devote to helping calibrate RF gear,   I don't have cals on this stuff, but I intend to develop that as I get my lab set up. However, I have a contact with a commercial RF cal lab who has offered to do a cal, so we might actually be able to get NIST traceability.

At the moment, the best I can do is to test against my current gear.  I feel confident that the noise source is flat to within +/- 1 dB and expect that once I test with my 8970B I should be able to calibrate it to within 0.5 dB allowing for uncertainties.

What else should be included in an initial package?  Ultimately, I'd like to have L & C standards, but this seems to me a decent start.

Have Fun!
