Fluke 8060A recap done. Caps were
evidently knackered on this as the display took a couple of seconds to fade into existence on startup thus stressing the ICL7660 in there. Fixed now. A common failure point is also these leaking on 8060A's and eating the board as well. So they're gone.

Clean clean and clean some more. No trace of any flux must be left after doing this lest you suffer from non-zero offsets, weird non-linearities and increasing baldness due to head scratching.
