Fluke 199 lack of waveforms in oscilloscope mode

Hello
Problem as in the topic in your Fluke 199c repaired the display according to the film:

On the film until 25:45 minutes you can see the lack of waveforms on the display, and then suddenly appear unfortunately I am missing them. The scopometer in multimeter mode works fine in oscilloscope mode, not a stencil. If someone has an idea for repair please help please.

Good time
I have a handheld Fluke 199 oscilloscope, which unfortunately has a broken second channel and does not display any input signal.
I checked it and found that the incoming IC with OQ0260HL Part from Philips was broken.
Now I have some questions for you:
Is my diagnosis of this IC correct?
Where can I order this IC?
Could you suggest a replacement for this part?
