Source codes of some plugins are released under GPL, thus users are free to modify or create plugins. (Page 12, datasheet)

Plenty of them will. For example the Usbee (with optional software), Saleae, Zeroplus, DigiView and of course the OLS logic analyzers all support the development of custom decoders.
