Isn't it ESR Meter showing correct?

Hi
I buyed an used ESR Meter from ebay.After turning the device on.it shows the number 1 in display.When i try to measure capacitors it allways shows numbers greater then 1.3 or higher. Isn't it suppose to show numbers below 1 ?

Note the position of the 1. The 1 you are seeing is not the number 1, but means "overload", too high resistance to measure (open circuit).
1.3 ohm is a reasonable ESR value for some capacitors. Which type of capacitor did you probe? (Value and voltage rating.) What happens if you short the probes?
