Motherboard no Image

Hello,
I have the below problem. I open the PC and it starts (CPU fan is working) but I have no image at all (not from the external VGA and neither from the on board VGA). Near to the bios chip there was some blown capacitors so I supose that something was happend with the voltage of the bios chip and the bios program corrupted or am I totally wrong? I replaced the "1" CPU with the "2" CPU and no image again. Also, I measured the CPU supply cable and it has 11,8Volt, but the strange thing is that both CPUs "1" & "2" are absolutely cold and the CPU fan spins (also the VGA chip is cold). All these symptoms are not bios (I can't find this bios... does anyone have it?)?

1st  give us the motherboard specs model number ...

do you connect all the power supply lines,  at least you need 2 connectors  1 for the cpu the other for the board ...

is your psu okay ?

I measured on the motherboard 3,3V, 5V, 1,2V, 12V. The motherboard there is from an ultrasound machine "GE voluson 730 expert".

If you are lucky then yes.
But I don't see a bios chip on the MB photo at all.  |O

mmm they look like kontron 478 boards or ibase 478 .....

now the Hard part is to find some bios ??  and conflicting infos,  some sites say socket 370 ??  and some the socket 478  ???
