Hello ,
monitor DELL SE2416H
What do you think the problem, like that at the video below, is caused by?
The monitor is only pluged in to mains ( no other input) and turned on.
Anyone experienced a such problem?

Some kind of oscillation, maybe due to loose mounting screws on a circuit board.

glass-tcon connecting ribbon or internal glass defect, very low probability of tcon and zero probability of scaler board/input defect

The monitor works from the very beginning properly but only for one or two seconds only.
On T-CON there is an very hot (shorted?) IC marked as SM4047 .
Anyone know what kind of IC is that?

SM4047 is a DC converter for multiple supplies running the panel, they are also called Gamma correction buffers, VCOM generators etc.

what on the tcon board
Getting hot means something is shorted, most likely inside the panel or chip on flex buffers. Replacing this chip 99.9% wont fix the issue, replacing whole panel or one of the flexes by specialized shop will, but this is uneconomical outside of Asia (India-China).
There are also hackers (india/russia/china, its a true dark art) able to figure out which line is blown and bypassing it manually - this usually results in slightly darker picture with slighly visible gamma issues, but otherwise still working monitor. Example:
TLDR: buy a new monitor.
