Yet another identify this chip

I'm cleaning up my desk and found a tube of 4mm QFN-28 ICs that I cannot identify.  Any searches I've run come up with nothing.

There is no manufacturer's mark on them, just 3 lines:

9788E
T1909
BJDR

I believe that is a numeral 1, but might be an L or an I.

The center of the bottom of the chip has a heatsink area.

Anyone have a clue?
